The main content of welfare expenses for Chinese People's Liberation Army soldiers includes: relief funds for living difficulties, subsidies for separation between spouses, subsidies for children's education institutions, rewards for parents of only children (health care expenses for only children), childcare education subsidies, honor funds for retired cadres, transportation expenses, special needs expenses, and special approved welfare expenses. In welfare expenses, some items are distributed to individuals on a monthly basis along with their salaries and allowances, and a management method of actual reimbursement is adopted; Some projects are managed on a lump sum basis according to standards, with no compensation for overspending; The balance will be transferred to the original account for the next year and standard management measures will be implemented. Relief expenses

The relief funds shall be used exclusively and shall not be misappropriated. Relief for living difficulties should generally be submitted to the party or nominated by the party group, reviewed by the masses, approved by the party branch committee, and approved by a political organ at the regimental or equivalent level. Individual decisions are not allowed. If the amount of expenses is too large, it should be reported to the Party Committee for approval. Subsidy for children's education institutions is a subsidy to solve the problem of insufficient funding for kindergartens and children's schools organized by various military units, except for charging parents.
